We have not sufficient data available to draw up any conclusive time schedule.
It is also necessary in order to compile such a schedule that we have an agreed factor on which to base our calculations, i.e. much will depend on:-
(a) Ability of Sanitary Department to adjust routine
to fit.
(b) Capacity of plant at Tsun Wan to handle unloading.
(c) Towing facilities available from Marine Department. (d) Berthing or mooring facilities at Tsun Wan.
This must be arranged, I consider, to correlate with (i) capacity of plant, and (ii) maximum number of craft likely to be present at any given time.
Regarding (a).
I consider it safe to assume that this Department's routine can be adjusted without difficulty provided satisfactory arrangements can be made by other Departments according to (b), (c) and (d) above.
No additional costs are likely to be involved (excluding cost of altering or replacing craft, and, cost of two pan conservacy scheme) save that we may have to consider overtime payment for S. D. crews depending on adequacy of facilities at Tsun Wan and time occupied.
Regarding (b).
Information from Mr. Brunt will no doubt be available in due course. It seems essential however that Mr. Brunt be informed of the substance of this report in case special provision has to be made for unloading equipment at Tsun Wan.
Regarding (c).
The Marine Department have at present only 3 towing launches (TANACS) for the use of S.D. dumb craft.
These tanacs are available for a 24 hours per day service throughout the year but overtime expenses have to be considered in e xcess of a 48 hour week.

The cost of overtime is at present estimated at $28 per craft per hour ($17 for running expenses and $11 for crew). a total of $10,220 per annum per craft for every additional hour on daily schedule.
Our present time schedules for the use of these tanacs have been reduced to a minimum but even so involves the Marine Department in an overtime commitment of approximately $102,200 per annum based on a total of 10 hours overtime per day.
It is obvious therefore that this factor must be given serious consideration in the planning of discharge equipment and berthing facilities at Tsun Wan.
Assuming that towing facilities be agreed factor for calculating time schedules I attach for the purpose of illustrat ion, a time schedule showing how our refuse and conservancy craft would concentrate at Tsun Wan under our present work day use of the tanacs.
